For a realistic assessment of Electromagnetic Emission by cellular basestations, one needs to understand what is a typical operation condition during “busy hour”.

It turns out that the Resource grid in 4G-LTE/5G-NR is loaded less than 50%.
ITU recommends to assume an activity factor of 50% for coexistance studies, which somehow reflects 3dB less power than the worst case approach that is currently followed.

The reason for this behavior lies in the fact that all basestations use the same frequency range, say reuse 1. Interference management is implemented by fractional loading.
Experience tells that a realistic operation points likes somewhere between 30…50% Activity factor.

The goal of the thesis was to determine the AF, at which the aggregated sector throughput is maximized. Research was conducted by use of SEAMCAT system level simulator provided by ECC CEPT.
